Question about sending money to an inmate?

I already tried calling the jail to ask but was on hold for 20 minutes. I am sending a money order to my friend who is in jail. #1 who does the money order need to be payable to, the jail or the inmate? and #2 can I send a money order purchased from my bank or does it HAVE to be us postal money order?
