Why's there no provision for equal pay for employees deprived of promotion due to reservation in Govt.Deptts?

In order to alleviate the resentment amongst the employees of general caste originally placed in the higher position in the merit list in the qualifying examination for recruitment but later deprived of promotion due to reservation, Government should make some rules by which those deprived employees may also get equal pay and allowances at par with those who overtake them for being in the reserved category.
