Does he like me and just too shy to tell me or what?

I like him but i'm not sure if he likes me...He stares at me allot in school and i often catch him looking at me like in the corridor last week i was walking to cl and i looked up and he was looking and this happened numerous occasions during lunch break and between cles and he sometimes has a slight smile if he sees me smiling he just seems so stubborn.. I have tryed talking to him by text but he just doesn't text back or else he starts being mean to me but very rarely he'll be nice :(...I take it he's a shy guy but I am really confused :( This has been going on for 6months or so does anyone have advice??and i'm too shy to ask him ...
